records and hold them accountable to you, their constituent and the humane voter. We will examine Council Members’ records onthe animal welfare issues you’ll read about below and then grade
them on a scale of 0 to 100. Council Members who ignored the plight of animals in this city or regularly opposed efforts to help animals—such as City Council Speaker Christine Quinn in both
cases—received a 0. Council Members who regularly displayed leadership on animal welfare issues received a 100.
